Development planning
The Municipal Planning and Coordinating Unit (MPCU) is responsible for providing leadership and coordination in the planning, implementation, monitoring, and evaluation of development projects and programmes within the Assembly. The Unit plays a key role in supporting the Assembly in the preparation of important planning and reporting documents, including Annual Progress Reports, Development Action Plans, and the Medium-Term Development Plans (MTDP). These documents guide the Assembly's development priorities and ensure that programmes and projects are aligned with national development frameworks and local needs.
In addition, the MPCU monitors and evaluates all development projects and programmes implemented within the municipality to ensure that they are executed efficiently and deliver the intended impact for the community. The Unit regularly compiles and submits progress reports to support evidence-based decision-making and accountability. The Unit also works closely with stakeholders, government agencies, civil society organizations, and community groups to gather relevant information and inputs needed for the formulation of public policies, development programmes, and strategic initiatives within the municipality. Furthermore, the MPCU contributes to capacity development within the Assembly, ensuring that staff possess the necessary skills, knowledge, and competencies required to effectively perform their roles in planning, monitoring, and development coordination.
The Unit also coordinates activities related to outdoor and out-of-home advertising within the municipality. As part of this responsibility, it provides guidance to businesses and the general public on the processes, regulations, and permitting requirements for outdoor advertisements, ensuring that advertising activities comply with municipal regulations and contribute to orderly urban management.
